On SourceForge.net there is a free open source PowerToy for Vista which is essentially a Windows Shell Extension that enables you to resize one or more image files by simply right-clicking on them. Download it from http://sourceforge.net/projects/phototoysclone
OMG THANK YOU!!! I’ve been seriously missing the XP power toy and I’m very happy that this program works so perfectly. For the people complaining about loss of quality, it’s no worse than what’d you would see with pretty much any other application.

Well its reduce in resolution size so it may lose a little but you cant notice it as it gets smaller and smaller that much.

Thank you, i wanted to upload a picture for my profile pic, and it was too big so than i remembered i watched a video about resizing pictures “AHA! Pc wizkid!” and i downloaded it uploaded it and yay Thank You So Much!
